Throughout modern history of sustained economic growth and catching-up hypothesis have been supported by a country’s ability to produce and dissiminate science and technology knowledge. Catch-up hypothesis is stemmed from the ideas that being backward in the level of productivity carries a potential for rapid change through technological imitation interaction via trade, capital flow, and population movement. However, some countries succeeded in narrowing the gap with more advanced countries in a variety of ways, but others remain falling behind. What determines success or failure in the bid to catch-up?
The empirical evidences suggest that the born of endogeneous model of growth – that technology is endogeneously determined whenever capacity building in term social capital – human resource capability have been persisted. Technological capability comes from what people actually do. Source of growth is not only contributed from investment level but total factor productivity. The role of each and the relationship between three parties in the model of Triple Helix: Academic, Bussiness and Government could be used as model as the engine of growth, University-pushed Model, Government-pulled Model, and Corporation-led Model. Some people believe that entrepreneur number in a country is crucial, in the year of 2005: China 6 %, Singapura 7.2%, Indonesia 0,18 %, in building competitiveness of business development. McClelland urged (2005) that at least 2% population is required to have a position to be entrepreneur.
Entrepreneurial university is not something that can be expected to occur easilty, a lot of effort and institutional building are required. Entrepreneurial university typically include four aspects: (1) entrepreneurship education: to organize teaching and training through facing to needs of industry, encourage students to form start-ups, tell them how to do it; (2) consultation for industry; (3) technology transfer from university to industry; and (4) spin-offs: firm formation (Chunyan Zhou and Etzkowitz, 2006).
Creating a domestic supply of scientists and engineers may not sufficient to induce the emergence of private sector demand for knowledge. A crucial determinant of effective relationship between university and industry is the degree of responsiveness of educational curricula and activities to the emergence of new areas of industrial technology or specialized sectors. Public policy, however, have played a fundamental role in the processes with regard to competence building including investment in education, training and research institution. Critically, effective public policies must also aim at enabling the emergence of domestic demand for technological capabilities. In the private sectors of the economy such demand will depend on how far business firms internalize innovative activities as a key ingredient of their competitive performance.
In UB, attention is focused on programs to achieve objectives in the implementation of Entrepreneurial University as follows.
a. To produce graduates with entrepreneurship competency to be capable of creating business and jobs to reduce graduates as job seekers
b. To provide other sources of income to speed up the development of UB in education, research, and public service supporting the development of Entreprenurial University
c. To increase the development of local and national economy through business incubation and spin-offs in a collaboration with Government and Industries
In collaboration of UB and UT (University of Twente), the Netherlands, the present International Symposium was initiated to help clarify the meaning of Entreprenurial University through paper presentation and discussion.
The main objective of the symposium, however, is:
- to revitalize the step of UB toward Entrepreneurial University especially in designing Entreprenurial Education for undergraduate program and Master program of Entrepreneurship to be launched in short time.
- It is also expected that other national universities would be interested in exploring the general guidance to develop their institutions toward entrepreneurial university.
